If you manage a luxury holiday home in Rome, you know that a good part of the work consists of fulfilling numerous bureaucratic tasks, which requires continuous updating on the regulations affecting tourist rentals.

Recently, the need to regulate the system by implementing greater controls has pushed the legislator to introduce a new rule which requires the introduction of the National Identification Code (CIN) for short-term rentals.

The CIN must be requested compulsorily by all accommodation facilities operating in the short-term rental sector, in order to avoid the sanctions provided for in the event of non-compliance.

So let's see what the CIN code is, how to request it and how it differs from the CIR code for short-term rentals.

What is the CIN, the new National Identification Code for short-term rentals?
The CIN is a unique code at national level, introduced to standardize the regulation of short-term rentals across the entire territory. This new code for short-term rentals joins the Regional Identification Code (CIR) and all the other codes present in the various regions.

The short-term rental identification code CIN is assigned by the Ministry of Tourism to tourist properties, which thus become part of a National Database.

The aim, obviously, is to facilitate the traceability and control of the structures, so as to guarantee more transparent management of the entire short-term rental sector.

In fact, the CIN for short-term rentals is made up of a series of numbers and letters that indicate:

the Ministry's recoding code
the ISTAT codes of the Province and Municipality
the ISTAT classification code
a random alphanumeric sequence to guarantee the uniqueness of the code.
What are the differences between CIR and CIN?
The CIN for short-term rentals replaces the CIR, making the opening of the business official with the competent municipality.

Furthermore, unlike the old CIR codes, the CIN will insert the structure into a National Database, containing the information of all Italian accommodation facilities.

As for the CIR code, how to obtain it will therefore no longer be a problem.

When does the CIN for short-term rentals come into force and how to request it?
The CIN officially entered into force on 3 September 2024, with the publication of the legislation in the Official Journal. All Italian accommodation facilities have 60 days to adapt to the new regulation: they must request the code, display it at the facility and on online portals.

How to do it? The CIN code must be requested online from the Ministry of Tourism, following an automated procedure:

the owner of the structure must submit a formal request by accessing the portal with their SPID or CIE credentials
the application must be accompanied by documents such as the cadastral data of the property and the self-certification certifying possession of the safety requirements
holiday homes managed on a business basis must confirm their ATECO code
new structures must forward a request to the Region before requesting the CIN.
As regards short-term rentals, the CIN identification code can be requested not only by the owner of the structure, but also by the manager or the property manager, if in possession of the owner's delegation.
